External Evaluation of the First Phase of the SOCRATES Programme

The Community action programme on education, SOCRATES, was adopted by the European Parliament and Council Decision No 819/95/EC of March 1995 for a first period from 1 January 1995 to 31 December 1999. Several former programmes, e.g. ERASMUS and LINGUA, were integrated, revised and supplemented. Thus, the SOCRATES programme set in motion the implementation of an overall programme in the field of education at a European level. The prolongation of the programme for a second phase from 1 January 2000 to 31. December 2006 was adopted by the European Parliament and Council Decision No 253/2000/EC of 24 January 2000.

A major evaluation of the first phase of the SOCRATES programme was undertaken from 1999 – 2000 by several research institutions from Germany, France and the Netherlands, among them the GES. All participating institutions of higher education, in the member states of the European Union and eligible countries in Central and Eastern Europe participating in ERASMUS, a sample of mobile students and mobile academic staff members were surveyed with the help of written questionnaires and interviews. Furthermore applications and reports of curriculum-related projects and administrative databases of the SOCRATES Technical Assistance Office (TAO) and National Agencies were transformed for statistical purposes and analysed.

The results of the investigations were presented in the SOCRATES 2000 Evaluation Study and have been published on the Internet by the European Commission (see below). In addition two summary articles were published in journals and a special report on the ERASMUS part of the evaluation was published in the series of the Academic Cooperation Association (ACA) on international cooperation in education.
